Kärbitakse nii, et vanad saavad natuke vähem ja meie natuke rohkem, aga mitte niipalju rohkem kui me tahaksime, s.t. et saaksime vanadega võrreldavale toetustasemele. Kogu põllumajandusümbriku kärpimine tähendab, et vanad kaotavad rohkem kui nad poliitiliselt on valmis seda tegema, mistõttu tõenäoliselt väheneb selle arvelt see osa, mis nad poliitiliselt on valmis meile juurde andma.
Seda siis viimase ettepaneku kohaselt, mis on liikmesriikide oma (Nõukogu), s.t. arvestab suht palju netomaksjate seisukohtadega. Lootus on nüüd Euroopa Parlamendil, kes ei soovi nii palju eelarvet käpida, kui üldse.
Homme algab EU budget summit. Tundub, et midagi kindlat ei saabu, kuid RB kontekstis on oluline jälgida kas Connecting Europe Facility säilitatakse ja kas €10 bn on Cohesion fundi jaoks määratud.

One could be chopping money for the €46 billion connecting Europe facility (a pet project of Barroso on boosting transport, energy and internet networks) to which member states are not particularly attached. The other could be further cutting the EU's administrative budget (EU officials' salaries).

The biggest victim of the growth cull, however, could be the “connecting Europe facility”. The fund, once slated at €50bn, is to pay for cross-border infrastructure projects and is held up by Mr Barroso as one of the most growth-enhancing elements of the entire budget.

But member states – although broadly committed to the idea of growth – have been sceptical of the specific plans. Some view the connecting Europe facility as a way for the commission to expand its own power.

“In these times of crisis, if we don’t fund a train between Warsaw and Vilnius, it is not the end of the world,” one diplomat said.

Näib, et Prantsuse heakskiidu saamiseks on nende talunikele vaja vastu tulla, selle asemel kärbitakse CEF rahasid. Cameronil paistab olevat mingi poos siseriiklikuks poliitikaks: "The prime minister, who declared on arrival in Brussels that he would be "negotiating hard" on behalf of British taxpayers, has identified European commission plans to promote economic growth as a key area for cuts."
Cameroni probleemiks on see, et valimised on tulemas. KOV juba saadi pähe. Konservatiivid jõuliselt nõuavad EU lahkumise referendumit. Nüüd ta käibki Brüsselis tegemas siseriiklikut profiiti. Lihtsalt ta ei mängi EU heaks vaid The Great Britain (see imperialistlik moodustist Viktoriaanlikust ajastust). Briti meedia iga päev raporteerib mitu miljonit nende maksumaksjad maksavad, et mingit EU või Brüsseli lollust kinni plekkida - tunne, nagu nemad ainult maksavad.

Agriculture is the main beneficiary with an €8 billion increase, while intensive lobbying by the 15-nation "Friends of Cohesion" group led by Poland saw it rewarded by a €10.6 billion increase in funds.

The EU's own projects aimed at promoting jobs and growth are set to be the main losers from the new proposal.

The flagship Connecting Europe Facility, which focuses on infrastructure projects to develop Europe's transport, energy and digital networks would be cut a further €5 billion to €41 billion.

Compared to his previous proposal, Mr Van Rompuy has put about €11 billion back into cohesion funds (to help poorer regions), in a concession to Poland and other “Friends of Cohesion”. To mollify the French, he has shoved nearly €8 billion back into the Common Agricultural Policy (not enough, says Mr Hollande).

To pay for this, he has then shaved off €5 billion from the Connecting Europe Facility (which promotes cross-border infrastructure) and €5.5 billion from “Global Europe”, an item that includes the new diplomatic service and development aid.

EXCLUSIVE / The differences between the initial proposal for the EU's long-term budget (2014-2020), made by European Council President Herman Van Rompuy last week, and the new version (PDF) he gave to EU heads of state and government last night, reveal the impact of the bilateral “confessions” held yesterday.

Sub-heading 1a “Competitiveness for growth and jobs” appears to be one of the biggest victims of the changes. The total level of commitments is now put at €152,543 billion, down from €152,652 in the previous proposal.

In particular, the ‘Connecting Europe Facility’ (CEF) is slashed from €46,249 billion to €41,249 billion.

The three sectors of have been reduced respectively as follows:

transport from €29,660 billion to €26,948 billion;
energy from €8,266 billion to €7,126 billion;
telecommunications from €8,323 billion to €7,175 billion.

CONNECTING EUROPE FACILITY

Interconnected transport, energy and digital networks are an important element in the
completion of the European single market. Moreover, investments in key infrastructures with
EU added value can boost Europe´s competitiveness in the medium and long term in a
difficult economic context, marked by slow growth and tight public budgets. Finally, such
investments in infrastructure are also instrumental in allowing the EU to meed its sustainable
growth objectives outlined in the Europe 2020 Strategy and the EU´s "20-20-20" objectives in
the area of energy and climate policy. At the same time measures in this area will respect
market actors´ main responsibilities for planning and investment in energy and digital infrastructure.

The financial envelope for the implementation of the Connecting Europe Facility for the
period 2014 to 2020 will be EUR 41 249 million including EUR 10 000 million that will be
transferred from the Cohesion Fund as provided in (a) below. The total amount will be
distributed among the sectors as follows:
(a) transport: EUR 26 948 million, out of which EUR 10 000 million will be transferred
from the Cohesion Fund to be spent in line with the CEF Regulation in Member States
eligible for funding from the Cohesion Fund

(b) energy: EUR 7 126 million;
(c) telecommunications: EUR 7 175 million.

The transfer from the Cohesion Fund for transport infrastructure under the Connecting Europe
Facility will co-finance pre-identified projects listed in the annex to the CEF regulation;
until 31 December 2016, the selection of projects eligible for financing should be carried out
respecting the national allocations transferred from the Cohesion Fund to the Connecting
Europe Facility. Thereafter, any unused funds could be redeployed to new projects through
new competitive calls for proposals.

Iseenesest RB 10bn on veel alles, lootus Eestile pole veel kadunud, aga lootus EU normaalseks asjatamiseks on küll kadunud. Kokkuvõttes on need eelarveläbirääkimised jaburad. Otseselt kasvualadelt lükatakse raha Prantsuse põllumeeste ebamajandusliku eluviisi toetamiseks. Pärast eelarve vastuvõtmist nagunii mingis kontekstis hakatakse rääkima kuidas austerity on surnud ja vaja on kasvu. Kasvu! MOAR GROWTH!!!!

"Pre-identified projects" on hea väljend. Siis ei saaks lätlased või teised hakata kauplema, vaid projekt tuleb lihtsalt ellu viia.

Sa ütlesid välja mu kõik senised mõtted. See EU uue eelarvperioodi lehmakauplemine ületab mistahes taluvusepiire, sest siin ei käi jutt mingist U(nion) teesist vaid oma siseriikliku perse katmisest EU egiidi all. Hollande võib küll karta prantsuse põllumehi Pariisi tänavaid blokeerimas, aga see on juba jabur nõuda infra investeeringute arvelt kellegi taskusse töötasu raha sisse planeerida. Tahe on praegu karjuda täiest kõrist, võibolla see Pariis ka maatasa põletada. Prantslased magasid maha võimaluse olla vait ja mitte käituda matsidena.

Üldiselt on nüüdseks fakt, et Euroopa kui selline, on vaesete ja saamatute ühendus, mis aastkümneid müüs ennast kui rikka ühendusena. Kahju, kuigi meie senised valikud on olnud õiged ja paratamatud, on pettumus mõõtmatu.

On aeg hakata mõtlema IME 2.0 peale.
EU Regionaalarengu komisjonis oli täna CEF osas mingi hääletamine.

Ilus. Pole võimalik, et Euroopa sellesse raudteesse ei investeeriks, ma arvan. Tuleb meeles pidada, et raudtee staatus on tunduvalt kõrgem Lääneeuroopas kui Idaeuroopas, nii et pakun et sealtki tuleb suur toetus.
Korra Frankfurt - Milano liini rongiga katnuna võin kindlalt öelda, et eelistaks Tallinn-Tartu liinil vähegi sellelaadset sõidukogemust suvalisele teisele praegu kättesaadavale transpordiviisile. Reaalselt pole Tartus kunagi rongiga käinud ja tõttöelda ei tuleks väga selle peale ka.

Eks täna oleks Rail Balticast Eestile siseriiklikult määratult palju rohkem kasu kui Adolf oleks omal ajal kooli Tartu asemel Pärnusse teinud.
