Congress explicitly banned Russian energy imports in 2022.
The law, known as the LINK: Ending Importation of Russian Oil Act, passed the House 413–9, cleared the Senate unanimously, and was signed into law on April 8, 2022, following Russia’s invasion of Ukraine.
Key Provisions of the 2022 Ban
• Products Covered: The legislation enacted a comprehensive ban on all Russian energy products classified under Chapter 27 of the Harmonized Tariff Schedule, which includes crude oil, liquefied natural gas, coal, petroleum products, and diesel.
• Strict Waiver Conditions: The law specifies that the President can only lift or end the ban by certifying to Congress that Russia has met strict legal conditions, including withdrawing its forces, ending hostilities in agreement with Ukraine, ceasing military threats to NATO allies, and recognizing the Ukrainian people’s right to choose their own government.
Expected and shows how much of a ‘partner’ the U.S. actually is. The Trump admin is threatening to cut PURL weapons procurement and intelligence sharing with Ukraine to pressure Kyiv into halting strikes on Russian oil refineries, European officials told the FT.
US officials reportedly called Kyiv and European capitals this weekend. Ukraine continues receiving military support through the PURL mechanism, a NATO official told Suspilne.
